According to the Plan, Hainan will promote oil and gas exploration and development in land areas, accelerate the construction of near-shallow oil and gas fields in the South China Sea, steadily promote the development of oil and gas resources in the far-reaching sea, and form a development pattern of upstream exploration and development, midstream storage, transportation, processing and comprehensive utilization, and downstream new materials integration by 2025. By 2035, breakthroughs will be made in the exploration and development of oil and gas in the far sea, and commercial exploitation of natural gas hydrates will be realized.

Hainan will speed up the construction of a regional headquarters for offshore oil and gas exploration and development, and plans to form a complete oil and gas resource development service industry chain by 2025, with the output value of new petrochemical materials reaching 200 billion yuan. In terms of market access for oil and gas exploration and development, we will promote the competitive transfer of three to five oil and gas exploration blocks.

According to the Plan, Hainan aims to increase the land oil production capacity by 300,000 tons and the offshore natural gas production capacity by 3 billion cubic meters during the 14th Five-Year Plan, and the annual supply of offshore natural gas around Hainan Island will reach 9 billion to 13 billion cubic meters. The Lingshui 17-2 gas field will be put into full production and connected to the national natural gas pipeline network to provide stable gas supply to Hainan, Guangdong, Hong Kong and other places, and the surrounding Lingshui 25-1 and other deepwater gas fields will be developed to form new gas fields. We will promote the development and utilization of the Dongfang 13-2 and Ledong 10-1 gas fields.
